This action aims at implementing the functional tools as developed in Action 7 as well as utilizing the project outcomes by organizing properly the available information and knowledge acquired in order to disseminate them the potential target groups: industrial producers, carriers/ transporters, distributors, controlling Authorities, and other third parties, in the most effective way.
Action 8 will comprise 9 sub actions and is expected to start partly at the beginning of the 2nd year of the project with the development of the project’s web site
The use of functional tools by the stakeholders (i.e. number of registered members, number of hits) will indicate whether these tools will provide valuable support and systematic assistance with reference to legislative and regulatory requirements and standards. No other constrains and problems are foreseen during the implementation of this action, considering the extensive experience and knowledge of TUC, MOH and AVIN OIL in conducting dissemination activities, organizing web sites as well as workshops and events, preparing scientific work for publication, organizing training seminars as well as e-learning training courses.
During the implementation of this Action trips to several regions (Athens, Corinth, Crete, etc) will be carried out in order for the partners to collaborate and co-ordinate the implementation of the sub actions presented below regarding to the dissemination of the project’s results.
MOH will be the overall responsible for this Action.
Specific indicators are also described in a number of sub actions in case they are relevant.
In order to gather all the information and deliverables in one place, the project team will develop a web site available in Greek and English. The portal will be constituted by the project’s objectives and actions, the deliverables and material – guidelines from all previous project actions, the intelligent web tool for legislation and the e-forum (see Actions 7.2 – 7.3), the dissemination activities calendar, announcements of events and all material produced during this project action (e.g. material from the training seminars and web based training courses, leaflets and brochures) using the latest web technology. The project portal will follow good practices applied in modern web design to promote the comprehensibility and cohesion of the information provided, the easiness in information retrieval and step by step training / support of users on HSE hazards related to transportation or handling of dangerous substances (highly structured portal). The portal would also provide the ability to demonstrate information of the registered users for everyone interested e.g. contact details etc.
The project website will be developed in the first period of the project implementation (probably in the beginning of the 2nd year of the project) and will be updated as the project evolves as well as after the end of the project.
TUC will be responsible for the development of the website and in collaboration with external assistance will contribute in the design phase of the site. The portal administrator will be TUC and will keep it active and properly functional after the project.
Along with the web site development the project logo will be designed and promoted. The logo will be used in all dissemination activities and material. TUC is responsible for the development of the project logo together with the creation of a slogan that will attract stakeholders. The main objective is that the logo will be easily identified and easy to remember for everyone and its main theme idea will be the safe handling and transportation of dangerous petrochemicals.
Furthermore, project logo and the EU LIFE logo, will be supported by the project’s slogan. The project’s slogan will be created in Greek and in English in order to achieve the maximum target audience and it will be used in all means of the projects’ dissemination plan such as website, leaflets, brochures, advertising banners and publications. TUC will be responsible for the development of this slogan.
Both, the project logo and the slogan will be created at the beginning of the project and the most appropriate one will be selected from a series of alternative solutions. The alternative options will be presented in third parties (distributors, transporters, marketing experts, etc) in order to gain feedback prior to the final selection. The final selection will be the responsibility of all project partners. For the implementation for this activity, TUC will be responsible using external assistance. TUC has already implemented such actions in the past with success.
Under this sub action, a pilot implementation of the functional tools as developed in Action 7, specifically the intelligent web tool for legislation and the e-forum will be realized aiming at providing useful support and systematic information to project target groups for the safe transportation cycle of dangerous petrochemicals and the compliance with legislation and standards related to their requirements.
The activities that integrated in the framework of this sub action are the following:
- Pilot operation of the web-based intelligent tool developed in action 7 for the determination of users’ legislative requirements. The tool will be available in project’s web site and will be open to everyone interested and only at registered users. In particular the users will firstly require filling an electronic registration form in order to receive their personal username and password. Creating their personal accounts the users will acquire access to the tool and can search for the legislation related to their sector of activity.
- Pilot operation of the e-forum developed in Action 7 for the exchange of hazardous chemicals handling and transportation information, concerns, and experience bringing closer the project target groups (e.g. industrial producers, SMEs, transporters, distributors, authorities, etc). The e-forum will be available in project web site and only at registered users.
The project web-site will include step by step instructions regarding the access and the use of all its tools in order to promote the comprehensibility and cohesion of the information provided, the easiness in information retrieval and support of users on transportation and handling cycle of dangerous petrochemicals with focus on prevention of accidental releases and environmental hazards.
The pilot implementation of the project tools in several stakeholders will indicate their direct and practical applicability and potentiality to provide integrated HSE support on Risk Management.
The expected results of this sub action will include:
- Systematic support of project target-groups regarding their legislative requirements and obligations (REACH, CLP, SEVESO, ADR, etc.)
- Exchange concerns, information and experience of stakeholders on critical matters related to the scopes and activities of the project
Beneficiary responsible for implementation of this activity is TUC.
Sub action 8.3: Dissemination of HSE critical information acquired from the projects progress
This action aims at utilizing the outcomes of the project by organizing properly the available information and knowledge acquired in order to disseminate the HSE critical information to the potential target groups: industrial producers, carriers/ transporters, distributors, controlling Authorities, public, third parties, in the most effective way.
A working team consisted of members of all projects’ partners as well as representatives by other stakeholders e.g. Authorities and third parties will be formed in order to:
- manage and organize the available data into different thematic areas,
- develop a well structured dissemination plan (timetable, target-groups, series of events)
- preparatory work on dissemination material (e.g. definition of subject matter brochures and leaflets and other material, number of copies, distribution to “whom”-target groups etc)
- monitor the elaboration and the progress of the dissemination plan
- guarantee the effectiveness and the implementation of the plan
taking into account the deliverables and the experienced gained by the implementation of the project.
Trips to Athens, Corinth and Crete will be carried out from representatives from all partners, participating in the working team, for the successful implementation of its tasks.
Key parameters for the above mentioned activities elaboration will be:
- The public awareness survey as foreseen to be contacted in sub action 2.1. The results of the survey among others will indicate the weaknesses of the users regarding awareness of REACH and other regulations and legislative provisions, good practices implementation and preferable means of informative campaigns. Therefore emphasis will be given to cover all the gaps as they come up by the survey and develop user tailor-made informative actions
- Reports of available relevant Legislations, Regulations, BATs, BREFs etc
- LCA Analysis outcomes regarding environmental impacts on the most vulnerable receptors by selected dangerous substances (SelDS)
- Measurements and laboratory analysis of HSE parameters for SelDS
- Generalized MSDSs
- The developed REACH oriented Protocol
The TUC, being an academic institution has a significant experience in activities of dissemination of knowledge and training in groups of different level of expertise and experience therefore will take over the preparation of the dissemination material and the performance of one-day informational events. The informational events will be organized and performed by the industrial partners, in their facilities and the events target groups will be selected stakeholders involved in the supply and distribution network of petrochemicals.
Beneficiary responsible for the implementation of this sub action is MOH in collaboration with TUC and AVIN OIL.
Sub action 8.4: Awareness raising events
According to the above mentioned dissemination plan this sub action aims to communicate information about relevant environmental policy and legislation as well as several aspects regarding environmental objectives of EU through awareness raising events by reaching the targeted audience.
The scope of the informational events is to meet face to face everyone interested in REACH Regulation, handling and transport of chemical substances Legislation, Regulations and Standards and to disseminate apart from the above mentioned information the project’s scope of work, the LCA results, and the developed REACH oriented Protocol. Through the events all the participants will be informed about HSE issues and BATs and also have the opportunity to discuss problems encountered with local and national stakeholders
The events will take place in Athens, Crete and invitations and announcements of the events will be delivered to the target-groups through industrial bodies, Technical Chamber and Public Bodies etc.
Beneficiary responsible for the implementation of this sub action is TUC in collaboration with MOH and AVIN OIL.
Sub action 8.5: National workshops
Two national workshops will take place, one in Athens and in one in Crete. The workshops aim will be to communicate the project, spreading the practical benefits deriving from the behavioural change and the implementation of the proposed modifications in (LCA) as well as the sustainable production and consumption of chemicals with reference to the HSE assessment as provided by Material Safety Data Sheets. The workshops will be open for everybody interested in fuels LCA and REACH and enable communication between different parties involved and give them the opportunity to exchange experience and knowledge. Representatives by EU bodies in charge of REACH regulation will be invited in order to communicate difficulties involved and experience obtained by its implementation in EU countries.
If possible parallel sessions will take place concerning different thematic areas and different target groups in order the participants to be able to discuss common main issues, ideas, problems raised by different sectors of activity (SMEs, transporters, consumers). For example in one session referred to main industrial stakeholders (refineries, chemical industry) the participants will have the opportunity to discuss their companies’ policies and difficulties in following and applying the REACH Regulation and probable set the basis of a common framework about national policy on its provisions aligned with EU policies.
The workshops minutes will be available by the project site and also provided to the General Chemical State Laboratory in order to be taken into account by the National Body in charge of REACH.
Beneficiary responsible for the implementation of this sub action is AVIN OIL with the help of TUC and MOH.
Sub action 8.6: Preparation of technical work for publication in special editions
Special Editions will be developed in order to provide tailor-made technical information to the project target groups (e.g. industrial producers, transporters, distributors). The context of the special editions will be defined according to the projects results such as the generalized MSDS, the assessment of the environmental impact of LCI results of project case studies, the measurements results of the selected transportation stages and the Protocol. The editions will be printed and distributed but also they will be available in project web portal for down-loading as e-editions.
Beneficiary responsible for the implementation of this activity is TUC with the help of MOH and AVIN OIL.
The project team, particularly the research team of TUC, will prepare the scientific results of the project for publication in approved international journals. In addition TUC will participate actively in national and international scientific conferences regarding HSE (Health Safety and Environmental) and dangerous substances transportation matters. The main scope will be to disseminate project’s results and outcomes and disseminate knowledge gained from all the project’s activities.
Beneficiary responsible for implementation of this activity is TUC.
Sub action 8.8: Training Seminars and E-learning courses
The project team will organize training seminars for all target-groups involved in the handling and distribution hazardous petrochemicals cycle as identified in Action 2. These training seminars will have a more technical profile and the project staff will be well trained in order to give answers in any question. The training seminars will inform stakeholders about techniques, methods and procedures derived from the Protocol for the safe carriage and handling cycle of hazardous chemicals and the control of possible emergencies involving the selected hazard classes.
The training seminars will be organized and conducted in Athens and possibly in CreteIsland. Giving the European expertise and knowledge transferability, there will be guest experts from institutes and organizations around Europe in order to exchange best available techniques from successful practices related to safe transportation of hazardous petrochemicals.
Moreover the stakeholders will be able to be trained and informed about the abovementioned issues and project outcomes via electronic courses that will be available in the project web site (e-learning training courses). These courses will be organized and developed in independent thematic modules for different interest parties and target-groups and in particular will contain the issues and contents covered by seminars. Particularly a training web gate will be developed inside the project’s web portal that every registered user will be able to download information electronically.
Beneficiary responsible for implementation of this activity is MOH with the help of AVIN OIL and TUC.
Sub action 8.9: Preparation of leaflets and brochures and other material
Brief actions guides for the safe handling of dangerous substances with different modes (road, rail, sea, pipelines) according to the project deliverables and to the Protocol will be developed and printed in leaflets in order to be able to be distributed all over Greece, enabling dissemination of data in thousands of potential users.
The methods that will be employed in order to distribute leaflets in potential users will include at least:
- Utilization of project industrial partners’ data (i.e. collaborators and customers). In particular, MOH and AVIN OIL will take over the dissemination of the material along their trading (distribution and commercial) network both in mainland and in islands.
- Distribution of leaflets via petrol stations and other distributors
- Direct mailing to all those involved in the fuels and lubricants supply chain
- Availability of leaflets in project’ s web site
Project partners with the utilization of the services of a marketing company as external assistance will develop information notice boards in which the objectives and results of the project will be briefly described. As soon as the boards are ready they will be erected at the premises of all the beneficiaries at strategic and visible to the public places. The Life Logo will be visible in all boards and developed with the assistance of external consultant.
In addition, a report will be developed both in Greek and English language aiming at informing the potential project target groups as well as the general public. The Layman’s report, which will be submitted with the Final Report, will be produced in paper and electronic format and include the most important aspects of the project, objectives, activities and results. The TUC will be the overall responsible for the preparation of the Layman’s report.
Brochures, posters and other relevant material will be developed by the TUC, with external assistance.
